China EV News Roundup — October 20, 2026: Chery Sets an AI-Tech Tone With 2.2M Sales, Huawei–CATL Forge a Battery-Swap Ecosystem, VW's China-Built CMP Enters Production

China's EV sector opened the week with a dense mix of corporate, technology and policy moves on October 20. Chery used its annual innovation day to recast itself as an "AI tech company" and laid out a vehicle-to-grid (V2G) roadmap, Huawei's Qiankun arm and CATL signed a battery-swap framework, and Beijing moved to tighten how new cars get approved. Here is today's roundup.

1. Chery's "Change" innovation day: 2.2M sales, NEV top-5 globally, and a 2027 V2G plan

At the 2026 Chery Global Innovation Conference on October 20, chairman Yin Tongyue described Chery as "an AI tech company wearing a carmaker's skin" and said the group invested more than ¥110 billion in R&D over the past five years. The headline operating numbers for the first three quarters:

  • 2.207 million vehicles sold, a global market share ranked ninth.
  • 859,000 new-energy vehicles sold, a NEV sales share ranked among the global top five.
  • 1.551 million vehicles exported — keeping Chery China's No. 1 auto exporter — including 529,000 NEV exports, about one seventh of China's total NEV exports.

On V2G, Chery vice-president Gu Chunshan said the brand will debut V2G on the pure-electric Fengyun A9 in the first half of 2027, open "second-level charging + V2G" stations in Shanghai, Guangzhou, Hefei and Wuhu by the end of 2026, and target 20,000 swap/charging stations globally by 2029. Chery activated what it called the industry's first scaled V2G operation site on October 16.

2. VW's China-developed CMP platform enters mass production; ID.ERA 5X rolls off the line

Volkswagen said its first production model on the CMP platform — the first NEV platform fully developed in China — rolled off the line at the SAIC Volkswagen plant on October 16. CMP is designed to flex between battery-electric and plug-in hybrid powertrains, and VW said the second CMP model, the ID.AURA L5, will follow later this year.

The milestone matters because CMP is the tangible result of VW's "in China, for China" restructuring — co-developed with local partners to cut engineering and material cost. It also sets up the export playbook described in item 6.

3. smart #2 Couture Edition opens sales — the two-seater goes electric

smart took the wraps off the all-new smart #2 at the Paris Motor Show on October 12, reviving the brand's classic two-seat city-car format in pure-electric form. The Couture Edition is limited to 999 units in China and 999 in Europe, priced at ¥112,999 (approx. $15,900 USD, indicative only), on sale now with delivery within the year. A Premium version follows in early November.

Under the skin: a 35.8 kWh CATL LFP battery, 410 km CLTC range, 10–80% fast charge in roughly 15–20 minutes, a 60 kW rear motor, and the ECA architecture that smart calls the first mass-produced EV platform developed specifically for a two-seater. Rear-wheel drive and a 3.35 m turning circle keep the city focus. smart is a Mercedes–Geely joint venture, and the #2 is planned for both China and Europe.

4. Huawei Qiankun and CATL build a battery-swap ecosystem

On October 19, Yinwang (Huawei Qiankun's intelligent-driving entity), CATL and Times Electric Service signed a strategic cooperation framework to build a battery-swap ecosystem, linking the car, the swap station and the cloud. Yinwang will work with partner automakers to adapt models to CATL's "chocolate" (modular) swap network.

For now the parties have disclosed only the framework — no first models, adaptation timing, procurement volumes or per-pack cost. The move extends Huawei's Qiankun intelligent-driving brand into energy services and gives CATL another route to monetize its battery standard beyond pack sales.

5. Four ministries issue draft on auto innovation-design management

China's industry, transport, public-security and market-regulation ministries released a draft for comment on auto innovation-design management. From 2027, newly declared models would face strengthened safety and environmental verification, with 51 new technical parameters added to the approval checklist. The draft signals a shift from "meets the bar, therefore admissible" toward "sufficiently verified in R&D, therefore admissible," aimed at weeding out low-quality, fast-produced models.

6. NEV export rebate to fall to 9% in 2027; EU hybrid quota arrangement struck

The same policy wave includes a planned cut of the NEV export rebate rate to 9% in 2027, even as China and the EU reached a safeguard arrangement on hybrid-vehicle quotas. Battery-electric exports still face anti-subsidy review pressure in several markets. The combination pushes Chinese automakers further toward local production and "ecosystem export" (plants, batteries, finance) rather than finished-vehicle shipping alone.

7. VW to ship China-specific models abroad; Australia and the Middle East first

Volkswagen CEO Thomas Schäfer said the brand plans to export a batch of models originally developed for China — the "in China, for China" line — to Australia, the Middle East and possibly Europe. Australia is the lead test market. Local industry forecasts suggest Chinese brands could exceed a 40% share of Australia's market by 2035, underscoring how China's domestic-model pipeline is becoming an export asset.
