Buying an EV in Latin America 2026: Incentives, TCO and Why Chinese Brands Win
Latin America was the fastest-growing EV region on the planet in 2025 (BEV sales +72% YoY; IEA pegs regional growth at +75%). But "Latin America" is not one market — it is a patchwork of tax breaks, rising tariffs and wildly different charging maturity. If you are shopping for a first EV across Chile, Colombia, Mexico, Brazil or Argentina in 2026, here is what actually moves the math.
The incentive map (and the tariff wall)
- Chile — BEVs are exempt from the "green tax" and get a large license-fee discount (the discount is tapering through 2026). Decree 114/2025 mandates green plates for BEV/PHEV. Result: the deepest EV penetration in South America (~4–6.5%).
- Colombia — 0% import tariff on EVs, VAT cut to ~5%, and vehicle tax capped at 1%.
- Mexico — EVs/HEVs have been exempt from the federal New Car Tax (ISAN) since 2012, with up to 86% instant tax deduction (2025–2030), some states waiving annual fees/emissions tests, and a 30% tax credit on public-charger installs. But from January 1, 2026 a trade-protection tariff of up to 35–50% applies to autos from countries without a free-trade deal (i.e. China).
- Brazil — import tariffs on BEV/HEV/PHEV all rise to 35% by 2027 (BEV/HEV/PHEV each at 35% from July 2026). The offset: a zero-tariff CKD/SKD kit quota of US$463M for July–December 2026 (over-quota SKD 35%, CKD 14%→35% in 2027). Some states waive IPVA; the Mover program adds wider support.
- Argentina — restored a 35% tariff on EV/HEV, but grants an annual 50,000-unit zero-tariff quota (FOB ≤ US$16,000); Buenos Aires exempts EV/PHEV from plate fees and road tolls.

Total cost of ownership: the fuel and finance gap
In Mexico, "fuel" for an EV runs less than half the cost of gasoline for a comparable car. A BYD King PHEV costs about 463,000 pesos (~US$26,307) — similar to a Tesla Model 3 — while the Dolphin Mini EV (~US$21,000) undercuts its nearest rival, the Chevy Spark EUV, by ~US$2,000. BYD's local financing starts at 7.9%, well below the Mexican market average of 13–14%, and ~60% of Chinese-car sales there use credit. In Brazil, abundant and cheap electricity plus home charging makes the per-km cost decisively lower than flex-fuel ethanol.

Why Chinese brands dominate the showroom
- BYD holds ~70% of Mexico's plug-in (BEV+PHEV) sales and ~80% of Brazil's EV sales.
- BYD H1 2026 LatAm sales: Brazil 90,000, Mexico 38,700, Argentina 12,250 (Argentina now its third-largest LATAM market). Chery is the closest Chinese rival (~64,000 H1 across the region).
- In February 2026, Chinese brands sold ~8,000 units in Chile in a single month — 35% of the total market.
- Mexico sold 112,210 EVs in 2025 and is unusually PHEV-intensive, making it an ideal outlet for Chinese brands' hybrid pivot.

Tariffs haven't broken the momentum — yet
Even with Mexico's 35–50% tariff live since January 1, 2026, BYD's volumes kept climbing: Chinese OEMs absorbed much of the cost (price rises capped around 15,000 pesos / ~US$900) rather than passing it to buyers. Brazil's phased tariff + CKD quota is explicitly designed to push local assembly (BYD's Camaçari plant, ex-Ford, is moving from CKD/SKD toward welding, stamping and battery pack assembly). The real inflection is 2027–2028, when tariffs peak and local-content rules bite — until then, imports still win on price.

Practical buying tips for 2026
- Match the powertrain to the charger. If you have no home plug (common in apartments and condos), a PHEV or EREV is the safer first EV — you fuel with gasoline/ethanol on long trips and charge when convenient. Brazil's ethanol infrastructure even makes ethanol-capable PHEVs/EREVs a natural fit.
- Check the inlet before you buy. Chinese EVs may use GB/T; European/US models use CCS2/CCS1. Confirm your local DC network supports your connector, or you will be hunting multi-standard stations.
- Buy the incentive, not just the sticker. In Colombia (0% tariff + 5% VAT) and Chile (tax exemptions), the effective price gap vs an equivalent gasoline car is far wider than the window sticker suggests.
- Lock financing early. In Mexico, the 7.9%-style promos are time-limited and quota-driven; rates elsewhere are far higher.
- Plan charging for Tier-3 routes. Even in Brazil (25,000+ points) and Chile, rural coverage is thin — use ABRP and carry a Type 2 cable.
China Angle
China's carmakers won LatAm not on subsidies but on price, DM-i hybrid efficiency and the Blade/LFP safety story — exactly the playbook seen at home. The 2026 wrinkle is policy: rising tariffs and local-content rules (Brazil's CKD push, Mexico's pending USMCA-linked plant decision) are forcing a shift from pure import to local assembly. For the Latin buyer, that transition is mostly good — more local jobs, more stable pricing — but it also means the cheapest Chinese EVs of 2025 may not be the cheapest of 2028. Shop the incentive window while it lasts.
